On August 19, 2024, the President of the Russian Federation signed Decree No. 702 "On Humanitarian Support for Persons Who Share Traditional Russian Spiritual and Moral Values." It creates a legal framework for foreign nationals who wish to find a new home in Russia.

Unlike the regular procedure, the mandatory tests in Russian, history, and law are completely waived.
The TRP is the first step. From there, the path leads through permanent residence to Russian citizenship.
With the TRP, you are allowed to work in Russia without having to apply for a separate work permit.
Your immediate family members can also apply for a residence permit through the simplified procedure.
TRP holders have access to medical care, the education system, and social benefits of the Russian Federation.

Apply for a private visa with the purpose "Sharing Common Values" at the competent Russian consulate. Have your passport and the required documents ready.
Enter Russia with the issued visa. At border control, you will receive the migration card. Register at your place of residence within 7 business days.
Submit your application for the Temporary Residence Permit (TRP) to the competent migration authority (MVD) in Russia. Present all required documents.
The authority reviews your application. Upon a positive decision, you will receive your TRP – valid for up to three years, with the right to work and access to the social system.
