On August 19, 2024, the President of the Russian Federation signed Decree No. 702 "On Humanitarian Support for Persons Who Share Traditional Russian Spiritual and Moral Values." It creates a legal framework for foreign nationals who wish to find a new home in Russia.

Procedure

The Path to a Residence Permit

Initial Contact

Contact a Russian consular office in your home country or use our contact form. We will clarify your individual eligibility and advise you on the next steps.

Visa Application

Apply for a private visa with the purpose "Sharing Common Values" at the competent Russian consulate. Have your passport and the required documents ready.

Entry to Russia

Enter Russia with the issued visa. At border control, you will receive the migration card. Register at your place of residence within 7 business days.

Submit TRP Application

Submit your application for the Temporary Residence Permit (TRP) to the competent migration authority (MVD) in Russia. Present all required documents.

Review and Decision

The authority reviews your application. Upon a positive decision, you will receive your TRP – valid for up to three years, with the right to work and access to the social system.

Required Documents

Passport

Valid for at least 6 months beyond the planned entry date. At least 2 blank pages.

Passport Photos

4 photos in 3.5 × 4.5 cm format on matte paper. Recent, without headwear.

Health Certificate

Medical certificate confirming the absence of certain infectious diseases (HIV, tuberculosis, etc.).

Values Declaration

Written declaration that you share the traditional values of Russia and reject the neoliberal policies of your home country.

Migration Card

Issued at the border upon entry. Fill out both parts carefully, keep the copy.

Registration Confirmation

Proof of registration at your place of residence in Russia. Required within 7 business days after entry.

Certified Translations

All non-Russian documents must be translated into Russian by a certified translator and notarized.

Health Insurance

Valid international health insurance with coverage for the territory of the Russian Federation.

Frequently Asked Questions

Do I need to speak Russian?

No. For the TRP under Decree 702, no language tests are required. However, we recommend acquiring basic knowledge, as it significantly facilitates daily life.

Can I work with the TRP?

Yes. The TRP automatically includes work authorization. You may be employed in the region where your TRP was issued.

What happens after the 3 years?

After at least 1 year with TRP, you can apply for permanent residence (VNZ). This is valid for 5 years and renewable. After that, the path to citizenship is open.

Can my family members come with me?

Yes. Spouses and minor children can also apply for a residence permit through the simplified procedure.

In which region can I live?

You can apply for any region of Russia. The choice depends on your personal preferences and professional opportunities.

Do I have to give up my current citizenship?

Not for the TRP and VNZ. Only when applying for Russian citizenship do the respective regulations on dual citizenship status apply.

What does "shared values" mean specifically?

The decree refers to traditional spiritual and moral values such as family values, religious freedom, and cultural identity that the applicant shares and wishes to preserve.
