Tourist Path (Short Term)

If visiting for <90 days, buy a "Tourist SIM" at major airports (Sheremetyevo, Domodedovo, Pulkovo) or flagship stores.
Requires: Original Passport + Visa/Migration Card. Hard expiry date often tied to visa.

Resident Path (Long Term)

For those living in Russia. You MUST register your SIM to your verified Gosuslugi profile.
Steps: 1. Translate Passport. 2. Get SNILS. 3. Register Gosuslugi. 4. Biometrics (Bank). 5. Link SIM.

Biometrics

Expect to provide a face scan and voice sample when buying a SIM, especially at airports. This is a new security requirement.

Installation

Staff will usually install the SIM for you. Check internet connectivity (switch off Wi-Fi) before leaving the counter.

IMEI Check

Ensure your phone's IMEI is not blacklisted. Generally, foreign phones work fine, but strict white-listing is being piloted.
